Stephen HowlettStephen Howlett 
Chief Executive

Joined us in March 2004 from the Amicus Group where he had been Chief Executive since the group was established in 1999. 

Prior to that Stephen was Chief Executive of Swale Housing Association which founded the Amicus Group. 

He was appointed to the Peabody Board on the 18 May 2011.

Stephen BurnsStephen Burns
Executive Director Community Investment

Joined us in 1998 and became Director in July 2006. He has worked in community regeneration, training and employment since 1991 and was a Director of a national training company from 1993 to 1997.

Prior to 1991 Stephen was a computer professional involved in satellite and telecommunications.

Susan HickeySusan Hickey
Executive Director Finance

Joined us in February 2010 from Hastoe Housing Group, where she was Director of Resources, with responsibility for finance, IT, HR and other central functions.

A qualified chartered accountant, Susan has a broad range of experience in accountancy and commerce, particularly in banking and mortgage finance markets.

David LavarackDavid Lavarack 
Executive Director Corporate Services

Joined us in March 2007 from Barclays Bank, where he held several senior posts, including Small Business Banking Director and Chief Operating Officer for the marketing and communications functions worldwide. 

David has extensive experience in strategic change management and organisational development.

Pauline FordJohn Lewis
Executive Director Thamesmead

John joined us in July 2016. Previously, he spent six years as CEO of Letchworth Garden City Heritage Foundation, a self-funding charitable organisation re-investing for the long-term benefit of the local community.

John joined the Heritage Foundation from Milton Keynes Partnership, a subsidiary of the Homes and Communities Agency, where he was CEO.

John is a chartered surveyor and has a Master of Arts in Urban Regeneration. He is a Board member of Wellingborough Homes housing association.

Dale MeredithDale Meredith
Interim Executive Director Development & Sales

Dale joined us in July 2015 after 28 years at Southern Housing Group, where he led their development programme including key partnership roles in the regeneration of Kidbrooke Village and affordable homes at the Olympic Village (now East Village).

Dale also chaired the G15 Development Group for 20 years until 2012.

Sandra SkeeteSandra Skeete
Executive Director Housing

Joined us in September 2007 from City West Homes, where she was the Director of Customer Services for two years. 

Previously, Sandra was Chief Executive of Refugee Housing Association, a subsidiary of Metropolitan Housing Partnership, and has held managerial posts at ASRA and North British (now Places for People). 

Sandra is an outstanding housing professional, accustomed to working in high-performing, customer-focused organisations.

  • Project Approval Committee
    Responsible for approving and monitoring major projects for the Group, mostly in Development 
  • Risk Review Panel
    Responsible for reviewing and monitoring major risks and associated controls accross the Group
  • Business Programme Board
    The Business Programme Board oversees and challenges the progress of Peabody’s programme of key strategic and transformational projects
