As a provider of housing and community services, we purchase a wide range of goods and services. We have developed a procurement strategy that ensures we get the best value for our customers.

Our supplier selection process is subject to European Union (EU) procurement directives.

Where contract values exceed the monetary thresholds set by the EU procurement directives for goods, works and services, supplier selection is made through an advertisement in the Official Journal of the European Union, which is updated daily.

We at Peabody comply with the prescribed procurement routes. The monetary thresholds change from time to time and can be checked on the OGC - EU procurement website.

To ensure value for money, the Peabody Procurement Policy specifies the following requirements:

  • goods, services or works up to and including £10,000
    we encourage the use of consortia based on our own framework agreements for the purchase of low-value items. Where there is no applicable framework, we seek a commitment to competition through market testing suppliers
  • goods, services or works above £10,000 and up to and including £25,000
    we encourage the use of consortia based on our own framework agreements for the purchase of low-value items. Where there is no applicable framework, and where practical, we seek written quotations from a minimum of three suppliers
  • goods, services or works above £25,000 and up to and including £172,000
    a formal tender process, inviting a minimum of three suppliers
  • goods and services above £172,000
    mandatory compliance with Public Contracts Regulations and EU Directives
  • works contracts above £172,000 and up to and including £300,000
    formal tender process, inviting a minimum of three suppliers
  • works contracts above £300,000 and up to and including £4,300,000
    a formal tender process, inviting a minimum of five suppliers where feasible
  • works contracts above £4,300,000
    mandatory compliance with Public Contracts Regulations and EU Directives

Development expenditure

As part of our Framework Agreement with the Homes and Communities Agency to provide new affordable homes, we are pleased to publish all expenditure in excess of £500 for the last available year:
